Register cut-based inclusive dilepton lines and include in hlt2_pp_commissioning and bandwidth tests

Registers the cut-based inclusive dilepton lines (from !1979 (merged), 60 lines for full stream, total rate estimated at 3.255 ± 0.090 kHz) and adjusts registration of inclusive dilepton lines to register as a module. Includes this module in hlt2_pp_commissioning and the bandwidth tests.

  • lhcb-datapkg/PRConfig!318 (merged): includes the cut-based incl. dilepton lines in hlt2-stream-configs.py for bandwidth tests (⚠ REQUIRED for bandwidth tests involving this MR)
  • !2431 (merged): adds the cut-based incl. dilepton lines to filter codes for B->Xll sprucing lines.
