Add a sprucing bandwidth test

A new bandwidth tests, Moore_spruce_bandwidth, is added to monitor the rate/event size/bandwidth of Sprucing lines.

A qmtest in Moore is also added here to make sure the big test in LHCbPR won't crash.

Work towards lhcb-dpa/project#199 and #507 (closed).

Needed by lhcb-datapkg/PRConfig!306 (merged).

Hello @shunan. Many thanks for this. I did not look in details at options and stuff, but let me leave 2 general comments:

• Please add a docstring header to each file otherwise it is quickly really challenging to know what options are for.
• Can you also update our WP1 testing doc accordingly?
