prescale prompt B2CC lines

As discussed in B2CC-BnOC WG meeting few prompt lines to be prescaled to get the rate down.

  • - Prescale factors must be agreed with the conveners. Review needed.
  • - Rate to be checked with the updated (prescaled) lines.
