Update docs for MooreAnalysis!124

Built on top of !2326 (merged). Goes with MooreAnalysis!124 (merged).

Update HltEfficiencyChecker docs for MooreAnalysis!124 (merged). See there for description of changes.

Also removes specification of ft_decoding_version in the HltEfficiencyChecker documentation, which was done in all the code examples in MooreAnalysis!114 (merged), but hadn't been propagated to the documentation, so done that here.
