pick up production streaming configuration from hlt2_pp_commissioning for HLT2 BW test

1. Renaming of files: hlt2_bandwidth_5streams.py —> hlt2_bandwidth_production_streams.py and hlt2_bandwidth_16streams.py —> hlt2_bandwidth_wg_streams.py

2. hlt2_bandwidth_production_streams.py: now picking up production settings from hlt2_pp_commissioning and removes lumi line(s) and some commissioning lines for test sa these cause issues

3. Streamed options files: Now writing out JSON file script directly (instead of in separate script)

4. All options: changed reconstruction from reconstruction to fastest reconstruction (so downstream tracks are included)

Required to be merged after: lhcb-datapkg/PRConfig!322 (merged)
