Number of tracks for a PV to be reconstructible made PrimaryVertexChecker property

Number of tracks for a PV vertex to be considered as reconstructible passed-on as property of the PrimaryVertexChecker algorithm. This follows changes for a looser pv reconstruction for 2023 data-taking.

@cagapopo thanks a lot for this. I think the MR name is a bit confusing, since the property is not for the Allen PV checker, but for the Rec PV checker. Can you please change that in the title and description?
