Setting persistreco to true to Velo2Long_B2JpsiK_ElectronProbe and Velo2Long_B2JpsiK_MuonProbe (V2)

I accidentally merged the recent Moore changes to my branch for my previous MR: !2421 (closed) Please read this MR for discussions. I am very sorry about this.
To summarise, this MR is an update to the lines Hlt2TrackEff_Velo2Long_B2JpsiK_MuonProbe_VELO and Hlt2TrackEff_Velo2Long_B2JpsiK_ElectronProbe_VELO. These lines are going to be used to study tracking efficiencies for electrons and muons. 4 aspects:

• The line has now persist reco on. This is now the default behaviour for lines dedicated to TURCAL stream. See !2358 (merged)
• The cut PID_MU>1 has been added to the tag muon.
• We tightened the cuts on the probe with its IP required to be higher than 100μm (before it was 60μm). We also changed the DOCA cuts from 200μm to 150μm.
• We require the line to have an HLT1 filter targeting "Hlt1.*Track.*MVADecision". The rates of both lines are now below the limit of 1KHz.
  We really need these lines to be included for the June/July reprocessing.

Can this be merged @cmarinbe @mfontana ? The rate with respect to the previous line has gone down with the harsher cuts so there likely is no notable change in bandwidth.
