Draft: Updating BuToKshhh lines to reduce the rate

Pablo Baladron Rodriguez requested to merge bnoc_run3_pablo into bnoc_run3_zewen

Tightening BuToKshhh MVA GTopo-prefilter to .999 and adding new feature to the MassWindow in b_builder in order to avoid cutting on double-charged PHSP projections.
