[RTADPA BW Tests] Introducing an Hlt1-bandwidth test via Moore_in_Allen

goes with: lhcb-datapkg/PRConfig!330 (merged) and lhcb-core/LHCbPR2HD!263 (merged) and lhcb-core/LHCbNightlyConf!1094 (merged)

Adds 3 files necessary for hlt1_BW tests nightlies and the ci-test function. (A job script and two input files).
Runs sequence hlt1_pp_forward_then_matching_no_ut_no_gec via Moore.

ToDo:

• Decide on input file.
  • Confirm .yaml information for the chosen input file.
