Draft: Support v7 packed tracks (w/clusters on track)

  • Introduces the support of VPMicroClusters, including converters
  • Introduces tests to said converters
  • Adds a function get_default_vp_light_clusters which is set by a bind to the retina or SP clusters

Goes with LHCb!4287 (closed)# and Rec!3597 (closed)
