Add test running standalone_hlt2_light_reco_without_UT on 2023 data
This MR introduces a so-far missing test running the reconstruction on 2023 (commissioning) data. In contrast to other data tests, this one references the counters and thus ensures stable reconstruction performance under real world conditions, i.e. with alignment.
The test is skipped on all detdesc platforms.
