Update docs to reflect move of HltEfficiencyChecker to DaVinci

Built on top of !2811 (merged), so that should go in first. Goes with DaVinci!1005 (merged).

As titled. Mostly changing paths and links to issues where they've moved projects.

Also fix an unrelated warning in the doc build related to a title underline being too short.

PS: Technically the documentation of the HltEfficiencyChecker needs to be moved to DV? But I think its okay there as people are used to it.

I think it should live next to the instructions for writing Hlt2 lines, and these are in the Moore docs. I appreciate the potential confusion. Perhaps I should write a little section in the DaVinci docs that link to the Moore docs in this case.

Yes its the confusion, as checking out DV would mean heading to DV docs. Indeed a small section pointing to Moore docs would be appreciated
