[RTA/DPA BW tests] Fix HLT1 bandwidth test: use HLT1 input MDFs on eos rather than from the GRID for more I/O stability

AllenInMoore_hlt1_bandwidth
is currently down for file-authentication issues when it tries to download input files from the GRID, but seems to be happily downloading files from eos (see Jenkins log here). Other BW tests configured in the same way are passing and they also feature downloading from eos, so seems to be a GRID-related problem. Whether transient or not, moving to use files on eos probably makes us more robust against this, and should fix the test.
Checked locally that this (including the download) works and gives compatible results to the previous working test. on LHCbPR.

Hi @jagoodin, I have another patch to the LHCbPR bandwidth tests - only one of them hasn't come back to life yet and hopefully this will fix it. The associated qmtest passes for me locally. Could we add this to your test queue please? Cheers!
