Hlt2 Lines for OfflineDQ

Adds a module that takes the algorithms from RecoMon used for OfflineDQ, but runs them with the full statistics of Hlt2 (or using reasonable prescale).

Re-enable test for default monitoring and several fixes. Includes !3342 (closed)

• add one "pseudo" line that takes the loose pion container as input and runs the TrackVertexMonitor like here https://gitlab.cern.ch/lhcb/Moore/-/blob/master/Hlt/RecoConf/python/RecoConf/track_data_monitoring.py?ref_type=heads#L66 and the track monitor like here https://gitlab.cern.ch/lhcb/Moore/-/blob/master/Hlt/RecoConf/python/RecoConf/track_data_monitoring.py?ref_type=heads#L93 (possibly some Track Monitor for Seed Tracks and VELO tracks as well, but at least long tracks)
• add the SV distributions, the IP's, eta, p, pt, phi for the KS0 and its daughters as well
