Add Charm HLT2 lines Dsstar2DsPiPi

This line corresponds to the decay process of Ds* into Ds π+ π-, where Ds* for Ds1(2460) and Ds1(2536).

The rates are estimated by hlt1_filtered 2024 minbias samples as
