Fine-tuning of Hlt2RD_TauToPhiMu line thresholds

This merge request implements a modified version of the Hlt2RD_TauToPhiMu line thresholds after fine-tuning and aligns the cuts with the requirements of the \tau \to \phi \mu analysis.

A summary of the study performed has been uploaded at the following link: Final_Hlt2RD_TauToPhiMu_FineTuning, where the results of several tests conducted with different cut values are also reported. Here you can find the logs and the output .mdf files for each test (the exact configuration of each test is reported in slides 7, 8, and 9).

The final configuration implemented has a total retention rate of (0.058\pm0.008)\% and bandwidth = 0.00287 GB/s (without the requirement extra_outputs=parent_isolation_output("Tau", tau)), computed using this code.
