New tau to mu gamma line

Carlos Eduardo Cocha Toapaxi requested to merge cocha/tau_mugamma into master

New Tau-> mu gamma HLT2 trigger line. The rate was tested and showed a rate of around 10 Hz with efficiencies estimated to be around 2% (but running using more statistics would be desirable to confirm). This line is meant to be saved in TURBO.
