New tau to mu gamma line
New Tau-> mu gamma HLT2 trigger line. The rate was tested and showed a rate of around 10 Hz with efficiencies estimated to be around 2% (but running using more statistics would be desirable to confirm). This line is meant to be saved in TURBO.

One more thing: isolation is added to the existing lines in
rare_tau_decay_lines
in !2925 (merged). I don't know if you want to add isolation or not, but since your line is new it's not included in MR !2925 (merged).

@cacochat, showing the rate is OK, but we would need to know the impact on the bandwidth. You should also improve the description saying whether this line is going to Turbo or Sprucing. Do we have an estimate of the efficiency as well?
