[DPAWP1] Move excl_spruce_2023_2_data.qmt to using a fixed lines_for_TISTOS

As excl_spruce_2023_2_data.qmt uses a fixed input file, it should be a fixed set of Hlt2 lines used to evaluate TisTos.

Identified !2848 (comment 7616447) and holds up !2848 (merged).

ToDo:

• Verify this is the correct set of lines or if a new set is needed?
• Test locally... (I only have a detdesc stacks up to date and ready to test)
