Add HLT1 DiMuon lines

Claire Prouve requested to merge cprouve_dimuonLine into master

Implement two dimuon lines, the low mass dimuon line and the high mass dimuon line (as it was in Run2).

Also increases the number of files used in the functor cache generation and allows for ERROR messages to show up in the cache generation log (see discussion).
