Draft: Enable multi-thread for Sprucing throughput test

Work towards lhcb-dpa/project#300.

Include this MR and lhcb-datapkg/PRConfig!394 (closed) in a ci-test so that the Sprucing throughput test will be run multi-threaded and the original throughput number will be restored.

NOT for merge, test only.

Hey @shunan - dumb question but I thought we couldn't run sprucing multi-threaded as we can't write to .dst multi-threaded?

exactly - that's why I changed the output format to MDF, and we just keep this MR for testing, not merging.
