Enable muon ID for T tracks

Adds muon ID for T tracks

To be used in BSM LLP searches

Requires LHCb!4429 (merged) and Rec!3738 (merged) and Allen!1433 (merged)

This will clash with !2784 (merged) but it will be easy to resolve
