Unit test for checking configuration of physics Sprucing

Adds test sprucing.qms/sprucing_physicsstreams_config_check.qmt that confirms the Sprucing streaming in Sprucing_production_PP_24c1.py is correct based on output of the HLT2 2024 unit test

As long as the HLT2 2024 config is up to date with what is run in the pit this will always mean Sprucing is consistent

This is complementary to Hlt/Hlt2Conf/tests/qmtest/streaming.qms/test_hlt2_turbo_regex_check.qmt which also checks FULL and TURBO separation per WG
