Uncomment downstream lines for BnoC

Francesca Swystun requested to merge bnoc_run3_downstreamlines into bnoc_run3

Re-introduce downstream lines for BnoC which were commented for the last selections deadline (mid-May to pre-June technical stop 2024 data-taking).

This MR targets the 2024 data-taking post June technical stop when the UT is expected to be included in global.

Logs without and with downstream lines included: hlt2_bandwidth_bnoc_without_downstream.log hlt2_bandwidth_bnoc_with_downstream.log
