Tune Ks tracking efficiency lines

Resolves #774 (closed)

• Replace persist reco with saving long and upstream particles for Turbo lines
• Renaming of TurCal lines Hlt2TurCal with Hlt2TrackEff_
• Additional factor 2 prescale for TurCal lines

@mfontana and @nskidmor this does not address the removal of PersistReco in the Sprucing of the lines yet. Should I do this or do you take care of it? Which file do I have to edit?

Due to the renaming I assume the Sprucing also needs to be updated.
