Adapt criteria of smog2 etac line to HLT1

This MR implements a small change to the eta_c SMOG2 Turbo line. Some kinematic criteria are relaxed a bit to adapt to HLT1 configuration with light gases (Allen!1627). To maintain rate when running with heavy gases (Argon), the requirement on hlt1_filter_code=Hlt1SMOG2etacToppDecision, is added.

New rate of the line in pAr+pp nominal conditions is Hlt2IFTTurbo_SMOG2Etac2ppbar (0.8005 +- 0.0844) kHz, similar to what was reported before here (~0.72kHz, !3266 (merged)z). Bandwidth does not increase significantly (line does not have persistReco=True).

Just to clarify here for everyone (pinging here @mvesteri , @poluekt , @msaur , @samarian), this MR does not need Allen!1627 directly and can be tested and merged before the approval of that one, as the only change here is adding the `hlt1_filter_code` requirement to a line that is already merged in Allen `2024-patches` right now. What Allen!1627 is aiming to is updating change tunning of that line (and others) to more favorable configuration for light gas operations (with higher rates and physics efficiency). If that MR is not finally merged, the only effect would be that the rate would be much lower when running with light gases.
