Adapt criteria of smog2 etac line to HLT1
This MR implements a small change to the eta_c SMOG2 Turbo line. Some kinematic criteria are relaxed a bit to adapt to HLT1 configuration with light gases (Allen!1627). To maintain rate when running with heavy gases (Argon), the requirement on hlt1_filter_code=Hlt1SMOG2etacToppDecision,
is added.
New rate of the line in pAr+pp nominal conditions is Hlt2IFTTurbo_SMOG2Etac2ppbar (0.8005 +- 0.0844) kHz
, similar to what was reported before here (~0.72kHz, !3266 (merged)z). Bandwidth does not increase significantly (line does not have persistReco=True).
