Don't remove trackeff UT lines from without_UT configuration

Carla Marin Benito requested to merge cmarinbe-trackefflinesNoUT into 2024-patches

The goal is to have the same set of HLT2 lines in the configurations with and without UT.

Excluding the lines was necessary when the UT geometry was not working, but it is not anymore.

Todo:

  • add test of without-UT configuration, probably updating hlt2_pp_thor test
  • synchronise merging this change with a new Sprucing production for the data without-UT, as it changes the line content of HLT2, which requires changes in Sprucing
