Optimisations to the ParticleCombiners in the Topo for throughout increase
As discussed in #800 (comment 8246607), some changes needed to be made to increase the topo throughput. Specifically, this means moving the cut on the maximum impact parameter in the combination to the CombinationCode, so before any vertex fit. Also moving the ISMUON and PT cuts to before the DOCA cut @sstahl
This does not affect the efficiency or rate of the selection itself.
