Make the event-local memory pool configurable in Moore

Makes the event-local memory pool of LHCb!2270 (merged) configurable in Moore.

@rmatev this raises the question (again) of how to set values on individual Configurables used by the application. Not to say this MR is the place to sort it out, but the approach here isn't super scalable (not your fault @olupton!).
