Add initial Calo data monitoring

This MR includes:

• Add qmt test hlt2_reco_baseline_with_monitoring to test hlt2_reco_baseline with do_data_monitoring=True
• Add first monitoring histograms for calo reconstruction, using what was running so far in Brunel
  • only cluster monitoring for Ecal clusters and Ecal split clusters are included for now

To be added in a separate MR:

• add all the other histograms that are saved in Brunel for Calo monitoring
• some histogram ranges need to be extended to accommodate to the larger upgrade occupancy
