Additional PV reconstruction qmtest

An additional validator of the HLT1 PV reconstruction algorithm. The motivation is introduced here: https://gitlab.cern.ch/lhcb-rta/mc-requests/-/issues/21.

Additional allen_gaudi_pv test based on the PV reconstruction efficiency of HLT1 with 2024-expected MC NominalBeamline sample, but the beamline centered at (0,0,z). A drop below 90% efficiency or a fraction of false PVs of more than 3% will trigger an additional warning from a qmtest.
