SLB Nov Hackathon: Turn off all tau->e lines
This MR sets the prescale to 0 for all sprucing lines with a tau -> e decay, including fake electron lines. Setting the prescale to 0 allows to turn off the line while keeping the code in the repository in case we want to turn these lines on for future resprucing campaigns.
