[RTADPA BW tests] Include monitoring histograms in web pages

Currently, monitoring histograms are not available to see on the BW test pages. This MR aims to add this feature. Requires lhcb-datapkg/PRConfig!525 (merged)

Steps:

  • Set up Moore to output monitoring histograms
  • Script to extract the histograms from the output ROOT file
  • Incorporate the histograms into the web page

On a combined HLT2 + Sprucing bandwidth test with HLT2_EVTMAX=1000, 2434 histograms (out of a possible 21236) are produced occupying 133MB of disk space. The Output directory of the same job not including these histograms was 11MB. This rough order of magnitude scaling is seen with HLT2_EVTMAX=-1 on a HLT2 bandwidth test, where 8883 histograms (out of a possible 21312) are produced occupying 239MB of disk space. All new webpages and images are stored under Output/monitoring. On a combined HLT2 + Sprucing test with HLT2_EVTMAX=-1, this directory is 275MB.

Different methods of extracting the monitoring histograms were looked at for improved performance. Negligible impact was found as the main bottleneck is ROOT plotting.
