Add option to include seed (SciFi) tracks in RICH reconstruction

This change is needed to allow running RICH reconstruction for Seed tracks.

The reason for it is twofold:

  1. study the performance of RICH PID on seed tracks;
  2. estimate the impact on HLT2 throughput when Seed tracks are included for RICH reconstruction.

If the outcome of the two items above is positive (decent performance + acceptable impact on throughput) we plan to propose to add this in the HLT2 baseline reconstruction.

The new option is disabled by default and need to be explicitly activated when configuring Moore.

This MR depends on Rec!2097 (merged).
