Config speedup

  • Remove default production of data flow and control flow graphs.
  • Protect info for debugging behind debugging flag.
  • Add a test to monitor the python configuration time of hlt2_pp_default

This makes the part of going through PyConf about a factor 6 faster for hlt2_pp_default/hlt2_all_lines (from 150s to 25s). The test speeds up by about a factor 2 (on top of the other improvements by @rmatev).
