Create Allen run configuration for Allen wrappers

This MR provides a new configuration file that uses Allen algorithms obtained through Gaudi-Allen wrappers. It also provides a test that runs a Forward tracking sequence and validates its output against MC.

Should go together with Allen!835 (merged), MooreAnalysis!84 (merged) and MooreOnline!99 (merged)
