Velo cluster monitoring

Giovanni Bassi requested to merge fpga_velo_clustering2 into master

This MR aims at adding monitoring and performance checks for Velo clusters.
Tools can be used both for CPU and Retina (FPGA) clusters.
This MR follows the discussion at the 21/01/2021 RTA WP4/5 meeting.
This MR depends on LHCb!2918 (merged) and Rec!2337 (merged)
