Enable resolution checking with fullDetail for monitoring

This MR addresses a part of Data challenge#18 :

• resolution monitoring is enabled for light_reco configuration
• TrackResChecker now produces resolution plots at various tracks states (fullDetail option) for the baseline and fastest HLT2 configurations
