@jideng thanks for the recent updates, this looks great. This MR passes the QEE-specific tests and the new lines have sensible rates and efficiencies. Before we merge could you please do 2 things:

• Merge in the latest commits from qee_upgrade (this branch is 158 commits behind and won't currently compile without these commits)
• Address my 1 additional suggestion above.

Once you have done these I'll be happy to merge this.
