Configuration for using PrVeloUT as filter for PrFowardTracking

Adds configuration to use PrVeloUT as filter stage for PrForwardTracking. A new standalone function is introduced that runs an isolated forward tracking and can be configured to run in the new filter mode. This is done in a new options file that is also source of new (small) test.

Goes together with LHCb!3216 (merged) and Rec!2528 (merged)
