Following on from changes in Moore!759 (merged) (requires Moore!759 (merged) Phys!884 (merged) LHCb!2954 (merged)) - see there for further details.

As detailed in this discussion this improvement in the moore_control_flow is needed for the SelReportsMaker to run safely in every event, which is necessary to do trigger-on-signal efficiencies with HltEfficiencyChecker (see Analysis!604 (merged) and !26 (closed)).
