Add GEC to run in every event

Small merge request to ask Moore to run the new GEC pass through line by default in the HltEfficiencyChecker tool.

Needs Moore!417 (merged).

@sakar can you ci-test this with Moore!417 (merged) please? I suspect Moore!417 (merged) will cause some changes in reference files, hopefully just the pp_comparison.

LGTM but I don't have merge rights; will bounce back to @rmatev for that.

Will add all-slots so that it's at least included in the nightlies.

@bcouturi could you merge this please? @rmatev is on holiday and it would be very helpful to have this merged quickly - we may use the results for the HLT Technology Decision document. @apearce is happy with it, it has been tested successfully and its dependency has already been merged.
