HLT2 monitoring for MooreOnline

- Follow changes in Online/ZeroMQ
- Improve reliability of communication with adder jobs
- Improve format of monitoring messages to be more forward compatible.
- Include ZmqHistogramSvc that allows all 1D and 2D booked histograms to be sent out.
- ZeroMQ and Hlt2Monitoring from Online (LHCb-SVN-mirrors/Online@f497befd) are imported to get the latest version of the HLT2 monitoring.

Fix and improve monitor.py

- Use correct PhysFilter for 2016 (bit 95 for Hlt2 or any for Hlt1)
- Fix datetime conversion (local to utc)
- Fix directory location on nodes (for the unmirrored localdisk setup)
- Name output file based on stream (unless Hlt1 data)
- Handle keyboard interrupts gracefully
