Test run change

Test run change for HLT1, HLT2 and at least one monitoring task (triggered by this discussion). Things to test

  • "EOR" histogram saveset appears for the first run
  • conditions are picked up
  • dead time during the condition loading is acceptable (mainly HLT1)

In general, only changes from a lower to a higher run numbers are expected. We may think about protecting HLT2 and HLT1/monitoring (at least for the sake of a useful error message in local runs).
