Add SciFi monitoring job

This MR adds a monitoring job for the SciFi NZS digit and ZS cluster monitoring. It is tested to output and fill the expected histograms using the TestBeamGUI.

Hi @sponce,

I saw that you reviewed the similar merge request !91 (merged). Can you take a look or point me to the right person, please? This MR enables us to do online monitoring for SciFi (if I did not miss anything), which would be very helpful for commissioning.
