Removal of v0 monitoring lines

Since v0_monitoring lines are being removed from Moore (Moore!1770 (merged)), fest configuration needs to be updated. I have replaced the lines with the ones defined in charm.prod_xsec.py, which have a relatively high rate (Moore!827 (merged)).
