Add test to decode, re-encode and re-decode LumiSummary banks

Adds a test that runs over the output of the mep_lumi test. The test decodes the LumiSummary banks using HltLumiSummaryDecoder, re-encodes them using HltLumiWriter, re-decodes the new banks and compares the counters in the two decoded objects.

This MR depends on either LHCb!3839 (merged) or lhcb-conddb/file-content-metadata!6 (merged).
