Full Hlt2 config for data-taking

Depends on Moore!1961 (merged)

Hlt2 configuration for pp collision data-taking. Includes the following streams

FULL	87	Topo, inclusive detached dileptons
TURBO	88	lines from physics WGs
TURCAL	90	PID, monitoring, commissioning and tracking efficiency lines
NOBIAS	91	prescaled (0.1) passthrough of Hlt1ODINNoBiasDecision
PASSTHROUGH	92	passthrough of Hlt1 physics lines

All streams include the lumi line (Hlt2Lumi). The lumi routing bit is 94, and the physics RB is 95 (set for all streams in the table).

To do:

• Handle git keys for persistency
  • If online: fail if key is not known to system
  • Allow to select key for a certain config (e.g. hlt2_pp_default can come with different settings, corresponding to different keys)
• Understand why multithreading does not work as expected online
