PatPV3DFuture loose configuration for PV reco in 2023, adding velo_open option

Adding the make_PatPV3DFuture_pvs.bind(velo_open=True) option to reco.py file. It corresponds to using PatPV3D loose configuration, as follows the presentation by @adudziak
