Configure the monitoring outside of the TCK from MooreOnlineConf. Requires the full version of merge request Hlt!52 (merged) before being merged.

@raaij, this is working as-is in the pit, right? We don't really have it tested in the MooreOnline nightlies, but I'd like to get it merged.
